SunCrest Public Works Station Meeting Recap (3/26/14)

Draper City staff on hand began the meeting by having poster boards of the site renderings, site plan, and estimated costs of the building. A brief introduction and history of the proposed works station was given. 1.7 million of the TRSSD funds have already been appropriated for this project should they decide to move forward with the SunCrest architectural design approved option. Draper City explained the less aesthetic option ($290k) is typically what is used in other cities (American Fork was used as an example). Draper City staff explained the benefits of having the Public Works Station up here would reduce travel time, reduce man-hours, faster service, safety, and convenience (among others). 

From 100-125 residents in attendance, questions were asked about the facility, among them:
•    What alternatives have been explored versus spending a large amount of money? 1.7 million can only be spent once. With an estimated 21-year turn around, what other alternatives were considered? I.E. Buying another truck, hiring another full time employee, etc… No cost benefit analysis was provided at the meeting.  
•    Why do we even need this? Most residents in attendance complemented Draper City’s efforts for both this year and previous years and felt like the current service is acceptable. No analysis or data was provided at the meeting showing complaint calls, accident related issues, estimated reduction in current man hours, reduced fuel savings, etc…
•    What other areas were considered? Draper City explained that this was the best location for this facility among the others considered. No other site plans or analyses of alternative locations were available at the meeting. 
•    Why would such a structure be built on known landslide area? The proposed area is known potential landslide area. Residential homes cannot be built here because of this. Because the building would be a “non occupied” building, this structure could be allowed. As mentioned, no other site plans were presented or available at the meeting.
•    Is a fuel tank in a FireWise community area the best option? Draper City and SunCrest residents have recently gone through a FireWise program to help SunCrest be less susceptible to wildfires spreading. Many residents felt putting a 1,000-gallon fuel tank would be counter intuitive to recent efforts.  
•    Should a special service district pay for this? Would Draper City use any public funds to reduce the investment by the TRSSD tax paying citizens?
•    Is this a conflict of interest? If Draper City owns the land and the TRSSD owns the structure, what happens going forward? 

The meeting was continually repeated as an information-gathering meeting. Draper City staff indicated public comment would be considered and presented to Draper City officials. If you were unable to attend, you can submit comments online at www.draper.ut.us/substation

Proposed Public Works Facility (Salt Dome) in SunCrest

At the February 18 City Council meeting Draper City officials discussed plans for a proposed Public Works Substation (aka Salt Dome) located in SunCrest. Similar plans were presented before Draper City and discussed at a Board of Trustees meeting (aka SunCrest Hoa) in 2013. The talks and plans for the Substation appeared to have halted publicly after concerns of the Substation’s impact in SunCrest from SunCrest residents.

At the present time, two structures are being proposed. The first, would serve as the Substation and storage for salt. The second, a 1,000 gallon fuel station. The proposed Substation would be paid from the Traverse Ridge Special Service District fund. This is a tax that SunCrest homeowners pay for “elevation related issues” based on their homes value.

Draper City Council agreed at the February 18th meeting to move forward with gathering input from SunCrest residents in an open house style forum. No date for the meeting has been set at this time.

Draper City suspends decision to declare 120-acre of SunCrest property as surplus

At the city council meeting on January 7 Draper City made the decision to suspend declaring 120 acres of SunCrest property as surplus. Declaring property as surplus is Draper Citys formal declaration of their intent to sell the property to interested parties. After a property is declared as surplus a request for proposals ‘or RFPs’ are released to begin looking at different uses for the land.

The 100-acre parcel located near the Highland/Alpine drew a large response from Highland city residents.  Residents presented a petition of 120+ residents asking Draper City not to declare the property as surplus. Among their concerns were lot premiums paid by residents for ‘open space’, disturbance of wildlife, less accessible access to the trail system, new infrastructure, water concerns, existing power lines in the area, and the overall difficulty of building on the terrain. Draper City explained their intent would be to not add any infrastructure to this particular parcel.

The 20-acre parcel located near the existing Maple Hollow subdivision didn’t receive as much attention from the public. Draper City explained this parcel they believe would be much easier for a developer to submit plans for as most of the infrastructure is already there.  Residents from SunCrest asked questions wondering if this is the first of more ‘surplus’ properties yet to be released and when can we expect to have a more permanent plan of what will happen with the 2300+ acres Draper City purchased in 2012.  It was also brought before Draper City that both properties lay within SunCrests governing documents and both parcels would be subject to its rules and regulations.

Draper City indicated declaring these parcels as surplus is the first step in helping repay 5.6 million that purchased the 2300+ acres. They reiterated their intent is to keep as much of the SunCrest property as open space but from the beginning these were 2 of the 3 parcels they would try to sell to help recoup costs. The 3 parcel is believed to be in the Deer Ridge community located where the roads ends on the southwest. No information was given to the expected release or size of this potential parcel.

The next public hearing on both the 100-acre and 20-acre parcels will be January 21 at Draper City – 1020 E Pioneer Road.

Board of Trustees Meeting Recap (June 19th 2013)

 

Q&A’s:

School Bus- Draper City is continuing to work with Alpine School district to formulate a better drop off/pick up system. Their intent is to have a new location (close to the Community Center) by Fall.

Sidewalk to Stoneleigh Heights phase 3 – Currently there is no "safe" way to get to the 3rd phase of the townhome community. City council members in attendance agreed this is a serious problem and will address in upcoming city council meetings and will address as soon as they can to help ensure pedestrian safety.

The parking strip at the intersection of Traverse Ridge Road and SunCrest Drive (where they eliminated the free right turn) will be undergoing a beautification project. Originally Draper City had planned on completing the project by Spring, but now hopes to have the project completed by the end of Summer. Original plans were thought to include a bike rest area with benches/tables, grass, flowers, and trees, but the councilmen in attendance couldn’t confirm the future plans. This project will NOT be coming out of TRSSD funds.

Items on the Agenda:

Lot C&D- As discussed at our annual meeting, the overwhelming #1 response was to have a basketball/multiuse court. The plans include a 190×100 court that will have 6 hoops. Conduit will be run for electrical for potential future use. Tod Bean will be soliciting bids and hopes to have the projected completed within 2 months.

Salt Structure – This topic generated the most comments from the residents in attendance. For years, both Draper City and the HOA have investigated the idea of having a salt dome within SunCrest boundaries. In recent years, salt has just been dumped and stored at the SunCrest market. Draper city has approved preliminary plans and site for a salt structure. The approximate 6,000 square foot facility is slated to be constructed below Oak Summit and Longbranch Drive in the flat clearing currently there. Draper City staff on hand for the meeting indicated this location was "ideal" as it will serve as a central point for trucks to fill salt. Staff indicated this site was one of many sites studied but this was the best location because of its accessible flat terrain and central location within SunCrest. Staff indicated that salt would be stocked during the day to help minimize noise and traffic. Draper city staff and city council members on hand said they hope this will be more efficient and timelier. Many residents on hand expressed concern of its residential location, added traffic, view interruption, and noise. Draper city panning commission will be holding open meetings for residents to express comments/concerns. For those interested, you may email your comments to our City Councilmen/Board of Trustees.

SunCrest Market- Draper City has been looking for an interested party to lease the SunCrest market and it appears they have found one! The tenant is currently going through their due diligence.  They anticipated if all goes well, they hope to see it open within with 2 months. Plans are for a general market and sandwich shop. Exciting news for SunCrest residents!

SunCrest Residents Q&A with Draper City

Draper City Representitives met with SunCrest Residents on Thursday, October 11th 2012. Below is a recap of the meeting. 

In addition to SunCrest residents others in attendance were our representatives to the HOA Paul Tonks, and HOA President Tod Bean, Suzanne Thomas, city manager Dave Dobbins and city councilmen Jeff Stenquist (who fielded the majority of the Q&A format)

TRSSD: 
At the last council meeting, the TRSSD fund was paying for the modification of the 4 way stop atop Traverse Ridge Road. Following the opposition and questions regarding this not being related to a higher elevation issue, the city council reversed their original use of the TRSSD Fund. Now general funds are being used to pay for the modification. Mr. Stenquist confirmed that the TRSSD is here to stay, there are no plans to abolish it. Draper City, as the new owner of the 2200 acres will not be paying into this fund. The funds are intended to be used for “higher elevation” issues. No definitive answer was given whether the TRSSD tax would be increased or decreased in the future. From the meeting, so far the majority is used and will continue to be used to snow plow and salt the roads. Funds have also been used to purchase a large snow thrower, install the blinking stop signs, and install the information sign as you start up Traverse Ridge Road. Decisions of the expenditure of the funds and how they are used are up to Mayor and City Council, but Mr. Stenquist reiterated its intent is for issues regarding higher elevation. Deer Ridge Drive was mentioned in the meeting, acknowledged that “its nearly gravel” but not definitive answer was given as to whether TRSSD funds would pay for it or general funds. Stenquist acknowledged its much-needed repair and that “right now we are trying to get as much life out of it as we can.” 

Conservation Easement: 
Many passionate SunCrest residents expressed their desire to get a guarantee from DC that the 2200 acres will remain as open space and be granted a conservation easement. Draper City indicted that this is their intent, but pointed out that 'we need to own the land before we can decide what to do with it"
Of the 2200 hundred acres DC is purchasing, their “intent” is only to have developments on lands already platted. Builder DR Horton has purchased platted lots from Zions Bank in various neighborhoods throughout SunCrest for an undisclosed amount. That deal was separate from this and DC was not involved. 

With the purchase, the SunCrest master plan as we knew it will be eliminated. The total number of rooftops is being downsized from an originally proposed maximum density of 3800 rooftops to the current 1140 rooftops plus development of another 300 to 400 homes. 
Mr. Stenquist talked about the difficulty that any developer who wants to build any homes in SunCrest other than what is platted because our water pipe is running at close to capacity and future development of homes would require another pipeline up the mountain at a cost to that developer. Mr. Steninquist added DC may partner with developers to sell off portions of the land, but not definitive answer was given as to how much and where, if any, and noted that issues that previous that would be purchaser MCO had with future development, others will continue to have (he gave the examples of water basins, roads, and water pipeline to name a few) 

Existing SunCrest Buildings: The SunCrest Clubhouse (fitness center, pool, village green park) belong to SunCrest HOA and will remain in the SunCrest HOAs ownership. The existing SunCrest market has been purchased by DC and no definitive plan was given for its use. The Welcome Center was purchased by DR Horton and will presumptively be used as a sale office showroom for their upcoming sales. 

Comcast: HOA President Bean confirmed that this purchase would have no effect on our agreement with Comcast. 

HOA: President Bean indicated that with the decrease in the current total number of rooftops, we are currently at the necessary 75% build out that our CC&R’s state that at this point, SunCrest residents can have full representation on the board. Membership and representation on the HOA is based on improved dwellings not ownership of unimproved land. 

Verizon Tower: Stenquist confirmed Verizon Wireless is beginning to build their tower. Improved cell service is critical to SunCrest residents and has long been a problem that we anticipate getting better with the tower.

Many residents in attendance talked about the importance of knowing what exactly would happen with the land. Stenquist said that residents would have an opportunity in the future to express their desires as to the many uses of the newly acquired property. The possibility of more parks, ball diamonds, a dog park, trails etc. were some suggestions residents would like to see incorporated for its use At this point, Mr. Stenquist reiterated Draper City’s intent is to preserve as much of the purchased acreage as open space with the exception of the already platted 200 units. Since DC technically does not own the land yet, Mr. Stenquist said nothing can be in writing but again focused on their intended plans.
